REQUIRED DOCUMENTS FOR MEB e-DENKLİK (EQUIVALENCY) APPLICATION

1. Standard Application Documents All applicants must submit the following basic documents. Please ensure that all documents to be uploaded to the MEB e-Denklik system (including the back pages bearing seals, stamps, and approvals) are scanned in high resolution and color. The equivalency process will be canceled by the system if incomplete or illegible documents are uploaded.

• Valid Identity Document: Submitting only one of the following documents is sufficient: Passport, Identity Card, Residence Permit, Temporary Protection Document, International Protection Applicant Identity Document, International Protection Status Holder Identity Document, or Stateless Person Identity Document.

• Certified Translations: Official Turkish translations of educational documents in foreign languages. These translations must be certified by a Notary Public in Türkiye or the Foreign Representations of the Republic of Türkiye (Embassy/Consulate). (Note: For notary procedures carried out abroad to be valid, the relevant document must also be authenticated by Turkish Consulates.)

• For Intermediate/Transfer Students: Official transcript, report card, or school-approved student certificate for the last year of education.

• For Graduates: The original diploma or a document proving the entitlement to graduate.

  • Approval/Authentication Requirement: The document must bear an Apostille stamp. For documents obtained from countries that are not a party to the Apostille Convention, it is strictly mandatory that they are approved by the Ministry of Education, Ministry of Foreign Affairs, or the relevant Embassy/Consulate of that country.

  • Additional Information: Equivalency centers may also request transcripts from previous years if deemed necessary to verify the educational background and curriculum compatibility.

2. Applications Under Special Circumstances Document flexibility is provided for applicants falling into the following humanitarian or legal categories:

• Individuals who cannot obtain their educational documents due to reasons such as war, natural disasters, and/or asylum.

• Holders of an "International Protection Status Holder Identity Document" or an "International Protection Applicant Identity Document".

• Individuals subject to an educational measure decision issued by a court. (In cases where educational documents cannot be accessed under any circumstances, uploading only the court decision is sufficient to initiate the process).

3. Additional Documents (Regarding Age and Civil Status) Depending on the applicant's age and marital status, the following supporting documents must also be uploaded to the system, if applicable:

• For Minors (Under 18): A copy of a valid identity card or passport belonging to the mother or father.

• For Minors (Under 18) Registering at a University: A notarized and officially translated Letter of Consent (Parental Consent Form) along with the university pre-registration document or student certificate.

• For Minors with Divorced Parents (Under 18): The original and certified Turkish translation of the official custody decision, clearly demonstrating that the legal custody of the student belongs to the applying parent.

• In Case of Name/Surname Change: In the event of a discrepancy between the name on the educational document and the name on the current ID/passport due to reasons such as marriage or divorce, an official Marriage Certificate and/or a Detailed Certificate of Identity Register (Vukuatlı Nüfus Kayıt Örneği) must be uploaded to prove the continuity of identity.
